# ALLARK — One instrument. A replicating economy.

Proposal v0.1 · October 11, 2026

## 01. Define the destination

ALLARK proposes a shared ownership and capital-allocation system for making essential services more accessible. Its core ambition is to turn useful technology and coordinated investment into dependable abundance, while rewarding the people who contribute.

The destination must be specified in physical and household terms. For each initial community, define a basket of nutritious food, dependable energy, safe housing, clean water, effective care, and learning access. Establish the required quality, availability, delivered price, unmet demand, and environmental limits.

Measure the share of household disposable income required to obtain that basket, alongside service access and quality. Lower cost is a benefit only when reliability and quality remain sufficient. Improved access must also reach people whose purchasing power is low.

The outcome: more people can reliably obtain essentials and gain time, health, knowledge, and practical freedom. The proposed mechanism is a means to that outcome.

## 02. Define the single instrument

The proposed ALLARK ownership unit represents a proportional economic claim on a diversified portfolio of productive assets, held through a legally defined ownership vehicle. Local cells retain accountable operators, budgets, and service commitments. Participation is voluntary; ALLARK does not require confiscation, compulsory conversion, or ownership of the whole economy.

The right must be specified before issuance: beneficial ownership, distributions, dilution, transfer restrictions, valuation, voting, dispute resolution, and what happens on insolvency or exit. A ledger entry alone does not create an enforceable asset right.

Portfolio net asset value = independently valued assets − liabilities
Economic share = participant units ÷ total outstanding units
Available distributions = realized cash remaining after obligations and required reserves

Reserve cash remains an asset, but is restricted from distribution. Do not count it twice or subtract it as though it were automatically a liability. Valuations must reflect depreciation, failures, illiquidity, and debt. A larger asset count does not establish greater value per unit.

Capital can receive units under agreed terms. Verified work can earn vested units from a disclosed, limited pool, with every participant able to inspect the dilution. An off-chain legal ownership register is the foundation; a blockchain representation is optional infrastructure.

New participants should enter under published valuation and issuance rules. Early contributors may benefit from the productive value created during their participation. Their reward must come from real value and agreed rights, rather than a promise that later entrants will buy them out at higher prices.

## 03. Separate ownership from the spending promise

A single interface can make it easy to own, contribute, and transact. Those functions do not become the same economic claim merely because they use the same brand.

Infrastructure is illiquid and can lose value. A unit that finances it cannot simultaneously promise instant, fixed-value redemption without a separate source of reliable liquidity and backing. Spending a variable-value unit would involve a disclosed sale or transfer at its available value, with applicable restrictions.

A future stable spending balance would need a separate issuer, reserve policy, settlement mechanism, redemption terms, and applicable authorization. It could sit beside the ownership account. This initial proposal does not issue a currency, token, payment balance, or investment product.

The investable idea is a common claim on productive capacity. Whether it eventually becomes a useful medium of exchange depends on voluntary acceptance, stable operations, legal structure, and trust earned through delivery.

## 04. Define a cell that can reproduce

A cell is one bounded deployment producing an essential service or a useful input to that service. It has a named operator, access to a suitable site, independently reviewed equipment and integration requirements, identifiable customers, and measurable outputs.

The first candidate should be chosen after a bottleneck assessment and competing proposals. Productive-use energy or a standardized automation task may be suitable candidates. Neither is an approved ALLARK deployment today.

Demand: a credible purchase commitment specifying volume, price, payment timing, quality, and remedies.

Delivery: supplier quotes, installation, commissioning, trained operators, spare parts, and a tested maintenance plan.

Economics: all cash costs, taxes, insurance, site costs, working capital, replacement provision, and any liabilities.

Benefit: a measurable improvement in household access, service cost, reliability, or useful capacity.

Replication: other feasible sites and buyers, with costs and capacity independently checked.

A cell reproduces economically when its retained operating surplus can finance another complete, viable cell. Selling additional ownership units, borrowing, or receiving a grant can accelerate deployment, but each is new external financing and must be reported separately.

Human operators and physical supply chains are part of the engine. Equipment procurement, electricity, installation crews, spare parts, customer demand, and ecological limits can constrain growth even when money is available.

## 05. Calculate the seed from reproduction

Do not choose a headline raise and work backward. First determine the fully funded capital needed for a cell, the surplus it can retain, and the deadline by which the engine must finance an additional operational cell.

The browser calculator models identical cells, no leverage, no further deposits, constant revenue and costs, and simultaneous commissioning of the starting fleet. Its purpose is to find the smallest modeled starting fleet that can finance one child within a chosen deadline. It is not a global optimum across every technology or a forecast of unlimited replication.

D = equipment + integration + commissioning costs
W = annual operating cash cost × ramp months / 12
Q = annual operating cash cost × reserve months / 12
K = D + W + Q
M = equipment cost / useful life in years
S = annual revenue − annual operating cash cost − M
A(n) = (n × S − shared annual overhead) × retained fraction
T = (deadline months − 2 × ramp months) / 12
n = smallest positive integer with A(n) × T ≥ K
Seed = shared setup + n × K + shared overhead during initial ramp

The ramp assumption is conservative: there are no receipts during commissioning and the full operating cash rate is funded. A real cash-flow model must use actual milestones, payment delays, inventory, seasonality, and ramp receipts. The replacement allowance funds equipment renewal; any additional asset replacement or debt cost must be included in the budget.

The reserve remains ring-fenced. The child is funded with its own operating runway and reserve; the parent’s reserve is not quietly spent to create a growth claim. Shared recurring overhead is paid before reinvestment. Distributions and retained cash cannot both spend the same surplus.

Current answer: the actual seed requirement is undetermined. No selected cell, supplier quotes, site agreement, or buyer contract has been verified. The calculator starts empty so missing evidence is visible.

An optional synthetic planning case explains the arithmetic: $240,000 of equipment, $90,000 of integration, $30,000 of commissioning, three months of ramp and three months of reserve at $630,000 annual operating costs, $900,000 annual revenue, eight-year equipment life, $60,000 shared annual overhead, $140,000 shared setup, and 75% retention. It produces a $675,000 fully funded cell, a minimum of two starting cells, and a modeled $1,505,000 seed to fund one additional operational cell within 48 months. The child would be ready at approximately month 31.7 under constant assumptions.

Those numbers are invented inputs for an arithmetic example. They are not quotations, contracted revenue, a fundraising target, or an investment forecast. Replace them with independently reviewed evidence before underwriting.

## 06. Allocate capital, verify, and correct

The algorithm can make decisions more consistent and inspectable. It does not make the outcome inevitable. Objective weights express human choices and must be published and contestable.

Set the objective. Establish service-access, affordability, reliability, and environmental targets for the chosen communities.

Qualify proposals. Require adequate demand, delivery capacity, operator accountability, costs, reserve coverage, and a benefit measurement plan.

Compare feasible deployments. Estimate additional service access and household savings per dollar, with uncertainty explicitly shown. Use community-approved weights when comparing unlike benefits.

Constrain allocation. Keep within the available capital, reserve floor, installation capacity, supplier limits, ecological limits, and concentration limits. Account for correlated failure and shared dependencies.

Release capital in stages. Separate equipment order, installation, commissioning, acceptance, and operating verification. Use actual contract milestones and independent evidence.

Correct from outcomes. Compare promises with measured access, price, quality, uptime, cash flow, worker outcomes, and ecological burden. Pause, repair, or close failing cells; repeat successful ones only after rechecking demand.

Deployments should progress through explicit states: proposed, under review, ready for funding, funded, commissioning, verified operation, and eligible for replication. Paused and failed states remain visible. Nothing on this website represents an operating deployment.

The allocation system proposes disbursements. Authorized people approve them under defined duties and independent controls. Models may assist analysis, documentation, and monitoring; they do not silently acquire authority to move the treasury.

## 07. Reward the people who create value

ContributionProposed rewardEvidence and condition

Patient capitalAgreed ownership and potential distributionsActual paid-in capital, disclosed valuation, rights, and risk

Engineering and operationsCompensation and possible vested ownershipVerified delivery under a disclosed compensation and dilution policy

Committed demandAffordable service and possible agreed participationReal purchase commitment and fulfilled service terms

Community hosting and stewardshipCommunity ownership, representation, and service benefitsEnforceable local agreements and independent benefit measurement

Agree the distribution and reinvestment policy before accepting capital. A higher retained share can accelerate replication while reducing near-term distributions. A lower retained share can slow or prevent replication. The site’s calculator makes that tradeoff explicit.

Capital can lose value. Rewards for work come from the funded compensation pool and agreed rights, not an unlimited promise. Donors and investors must know whether their contribution is a gift, a repayable claim, or ownership.

Customer savings matter even if falling prices compress investment returns. The engine succeeds socially when more people obtain useful services; it succeeds financially only when its actual revenues, costs, and obligations support its promised claims.

## 08. Prevent a new concentration of control

One shared instrument should connect many accountable cells. It should not place everyone’s essentials under an unchecked controller.

Keep capital’s economic rights separate from unrestricted authority over the mission. Define community representation, operating responsibilities, and investor protections explicitly.

Publish procurement, valuations, beneficial ownership, conflicts of interest, material liabilities, and the full dilution schedule.

Require independent verification and multiple authorized approvals for treasury actions. A technical multisignature account is one possible control, not a substitute for governance.

Provide challenges, appeals, repair obligations, operator replacement, and exit procedures suited to illiquid assets. Do not promise instant redemption when assets cannot support it.

Keep essential-service eligibility independent of purchasing the investment instrument. Public-service subsidies must have an explicit funding source.

Preserve competition, portability, and voluntary participation. If a cell needs coercive monopoly pricing to survive, reconsider whether it serves the destination.

## 09. Keep focused science in the engine

Specialized AI has already demonstrated useful scientific capabilities. AlphaFold 3 advanced biomolecular structure prediction; an AI-discovered and designed drug has reached a published randomized phase 2a trial. These support focused research investment, while clinical benefit still requires experimental and clinical evidence.

Build a research track around specific disease mechanisms, consented data, specialist teams, falsifiable hypotheses, laboratory validation, and appropriate trials. Fund manufacturing and affordable access when interventions establish value.

Discovery grants and public-health programs do not automatically generate commercial surplus. Keep their budgets and funding sources explicit. Productive deployment returns could support an agreed research allocation, alongside philanthropy and public funding; do not count speculative cures as current revenue.

The proposal does not claim that one model will cure every disease, that current general models solve every problem, or that further intelligence advances could never help. It calls for using demonstrated capability now and funding the actual missing capabilities.

## 10. Expand possibility; measure the market

Better health, affordable tools, dependable energy, and more available time can let more people create, learn, and participate economically. This is an expanding-opportunity thesis. It is not a literal infinite-market guarantee.

Market revenue equals price multiplied by paying demand. Falling prices can increase use while reducing revenue. Value created for society and cash captured by the portfolio are separate quantities.

Underwrite identifiable customers and viable costs. Treat future demand and new categories as hypotheses to test. Research the next cell’s market each time; an identical machine does not establish an identical opportunity.

## 11. The first launch gates

Select a cell. Obtain proposals, identify its actual bottleneck, and choose a feasible site and operator.

Fill the evidence file. Collect supplier quotes, installation plan, buyer terms, costs, performance criteria, and local benefit agreements.

Calculate and stress the seed. Model demand shortfalls, higher costs, slower commissioning, equipment failures, and reserve drawdowns. Identify how much risk-bearing capital the first reproduction test requires.

Define rights before raising. Establish the ownership vehicle, valuation, compensation, governance, custody, disclosures, and applicable offering requirements with qualified advisers.

Fund and commission. Release capital through the agreed milestones and independently verify operation.

Earn and verify the first child. Distinguish retained operating cash from new external financing. Publish what worked, what failed, and whether the second cell also performs.

The current release completes the public design, narrative, and arithmetic tool. The first cell, ownership vehicle, signup destination, supplier quotes, buyer commitments, and funding have not been established.
